Campaign scope decides which chapters are included first. The three-zone economic system then keeps included contributions fair when a campaign crosses multiple economic zones.
Most solidarity obligations are expected to be intra-zonal. Zones exist so cross-zone or multi-zone campaigns can be weighted fairly across different economic realities. They do not decide whether a chapter is included; the approved campaign scope does.

Campaign target amounts vary by the beneficiary chapter’s zone to reflect regional economic conditions. Scope still decides which chapters are asked to contribute.

Note: Contribution rates and target amounts are interim and may be adjusted according to network health. At launch, only death/repatriation campaigns are guaranteed to be approved. Medical, scholarship, and disaster campaigns will be activated as the network's health and membership grow.
When a campaign is approved, the target amount is divided among in-scope chapters based on:
EUR 5,000 death campaign scoped to Germany only (same zone, no cross-zone weighting):
EUR 5,000 ÷ 400 members = EUR 12.50 per member

EUR 5,000 campaign whose approved scope includes 500 members across 3 zones:
Weighted total: (200×100%) + (150×50%) + (150×25%) = 312.5 → EUR 16 per weighted member

Members with a verified Cameroonian community connection can participate through approved chapters. The zone system keeps cross-zone solidarity contributions fair.
